Otavio Barros is a Ph.D. student in the Department of Educational Policy Studies at the University of Wisconsin–Madison. He holds a bachelor’s degree in English and Education from the Universidade Federal do Piauí (Brazil) and a master’s degree in Latin American and Caribbean Studies from the University of Illinois Urbana–Champaign. His research explores how race-conscious educational policies shape access, belonging, and racial identity in different educational settings. Drawing on decolonial perspectives, he examines how students and communities navigate and make sense of policies and reforms across national and transnational contexts.
